Elmir Tofiq oglu Velizadeh was born on 25 December 1964. He entered Azerbaijan Oil and Chemistry Institute (now Azerbaijan State Oil Academy) on specialty of Automatized Management System in 1982.
He served in the Army in 1983-1985. After the Army he continued his studies and in 1989 graduated from the institute, as a specialist of engineer-system technician.
As a distinguished graduate, he was sent to work at Computing Center of Azerbaijan Oil and Chemistry Institute. While working there he continued pedagogical activities in “computing machines and programming” chair in 1989-1991. He was engaged in scientific researches on the theme of artificial intellect and expert systems and he is the author of some scientific articles and educational supplies.
He began working as a first degree specialist at President’s Office in 1991.
He was successively promoted in this job.
In 1998, he was appointed chief of the Center of Information Resources and Technologies of the Executive Office of the President of Azerbaijan Republic. In 2005, he worked as head of department of Information Resources and Technologies of the Executive Office of the President of Azerbaijan Republic.
On 26 December 2007, he was appointed deputy to minister of communications and information technologies of the Republic of Azerbaijan.
He is a second-degree state adviser of public service.
Up to now during his activity, he was directly engaged in introduction of information technologies, creation of information system and maintenance as well as questions concerning this field.
He headed the work carried out for the fist time in the republic concerning translation of software into Azerbaijani. He has participated and made speeches at conferences both in our country and abroad many times.
He is fluent in Russian and English languages.
